TV short - 1970s/80s, girl lives in Victorian house - winter featured in story

Trying to recall a TV movie short about this girl (maybe 8-12) who lived in a Victorian looking house and she was very particular/smart. I do recall there were scenes shot in Winter and the character having to walk outside in the winter, etc. That's all I can think of for now.

American cast, in color, may have been early 20th century or just she lived in an old house.
