trying to find movie from the 2000's, that is a possible lifetime movie

The only thing I remember about this movie is , the plot of the movie is a little girl goes missing after a fire, than years later a woman named Michael attempts to figure out what happened to the little girl. After doing research finds out this girl was put in foster care or was for adoption and this woman named Michael finds out the foster care worker for this little girl was her own mother. She confronts her mother about this and finds out she was the little girl that was missing.  This movie reminds me of a lifetime movie , and I am 100% I saw this movie years ago possibly on lifetime , not certain could be on another channel. Possibly could be the USA network channel.
