Looking for the title of a film that I saw a decade ago.

This international film opened at TIFF maybe 10+ yrs. ago. It featured deaf/mute actors entirely who communicated solely via ASL. There were no translations or subtitles (!) so you had to figure out what was going on just by watching the actions. The film was set in a boarding school in some unnamed (?) East European country. The teenage deaf characters ran some illegal operations, including drugs and sex work. Does anybody know the name of the film? Bob
