Looking for the name of a Sci-Fi/horror movie from the 80's or early 90's

I am looking for the name of a Sci-Fi/horror movie that was shot in the 80's or 90's. The scenes I remember were that there was a villain with white eyes, he was shooting sharp rotating discs from his hand and killing peope, he could look at someone and their eyes would start to bleed (this is maybe from another movie, maybe not). Another guy, the hero, was hunting him. I remember this good guy opening a toilet door and finding an old lady sitting inside, he closed the door and rolled his eyes. This is all I remember.
