Looking for the name of a 90s psychedelic "movie".

It could be a movie, it could be a TV show, or it could even be a music video. I last watched this movie sometime between 2002 and 2009, can't be more specific, unfortunately, and the same goes for the rest of the details, which I can barely recall. I feel the "movie" was produced in the late 90s or early 2000s because of its muted colors and grungy feel, but the late 80s is another possibility. Music, which I can describe as 'electronic'. plays throughout, hence my initial thought that it was a music video. It's likely in English, though French, German, and even Italian, are remote possibilities. I likely saw it on DVD.

Only two scenes come to memory. The first scene starts on a sidewalk besides a street in a suburb of some sort. Two men in (all?) white clothing are staring intently at a red gemstone on a plaque fixed to a brick wall. One of them may have curly blond hair, the other jet black hair. They chant something at the gemstone twice (or thrice?), which might be something vaguely similar to "as you know", but I can only remember it as unintelligible noise, "aaa(s...k? p?) (y?)oooo/uuuu uuurrr/eeerrr" or other. The scene cuts to a frontal shot of the gemstone on the plaque, surrounded by the brick wall, as chanting continues once or twice more. There might be another zoom-in on the gemstone if I remember the chanting count correctly. After chanting stops, the gemstone begins to rapidly expand, eventually consuming the entire field of view. Now, only the interior of the gemstone can be seen, seemingly an empty red void. Disembodied faces can be seen floating towards the camera, likely all smiling, grinning, what have you. Music consists of a synthesiser of some kind, starting low, like a percussion instrument, before transitioning to higher notes after the gemstone starts to get bigger.

I have heavily deteriorated, but faintly recognisable memory after this one; it's of another "movie", which I think must be a music video, and if it were the case, supports my line of thought that the "movie" I am looking for is a music video. This next "movie" appears to be animated, with bright colors—cyan, yellow (and purple?) may have been the most prominent colors. I am leaning towards this "movie" having a sunny 'beach' setting, at least in this one scene in my memory. What I can remember of music in this "movie" is the strumming of a guitar and a man going "uuuuaaaahhhh" or similar, no words or lyrics in mind, unfortunately.
