Looking for a short film

Watched this at school in 1996 or 97, i believe it was made in the 1980s or 70s. The film is basically a news broadcast in some future were the world is doomed after nuclear wars. While i say "film" it probably counts as animation: it first show a tv or a radio and at the corner we have the host, he is a face behind a piece of cloth, just like that scene when Freddy Krueger comes from the wall. When the host speaks it moves like it is changing very fast two frames, one with the mouth open and the other is closed, its way creepier than i can say. He goes telling the news about super population and contamination at some point talk about a government program of voluntary sacrifice by disintegration. For each thing he says it shows a little animation as a report but it is like those old marvel cartoons with little or no movement at all. In the last scene it turn into breaking news about nukes exploding all over the world and the film is over as the news show goes off the air. I also remember this was under 10 minutes and probably from some encyclopaedia Britannica vhs.
