Looking for a movie

okay guys,  another movie has hit my memory i'm looking for.   this movie is about a prison of sorts,  technologically advanced and run by some kind of state of the art computer.    inmates are sentenced for what i recall being,  more than 1 or 2 children in a family.   This computer system has the ability to sense dreams and thoughts and punishes inmates for dreaming or thinking about being intimate and having more children with their spouses. it punishes them by doing something called "Intestinating" via a radio/magnetic device that every inmate has inside their body. one of the final scenes,  a computer expert installs some kind of exploit via a local console,  and i vividly remember the DOS Command he typed in......   install dday95.exe and pressed ENTER.  What movie is this?
