Probably in the late 1970's or 1980's era.

I haven't seen the film in over 25 years or so.

don't know if it was on Elvira show or what?

i wanna say yes. i just looked it up on youtube and its there. but i specifically remember the child using a book to conjure up things. forgive me for recounting. i appreciate your feedback. btw, jodie killed it. she's wonderful in that movie.

I have two suggestions.  

The first is the 1977 film The Child, a period horror movie, where the little girl uses these odd looking zombie creatures to kill her enemies.  However, I do not remember there being a magic book in it.  I can't say that there was not such a scene, but it doesn't ring any bells with me.

The second suggestion is a bit odd because it is not a movie.  The horror writer Ramsey Campbell wrote a short story called "Eye of Childhood" where a junior high girl uses a magic spellbook to conjure creatures to kill her art teacher.  However, I looked at Ramsey Campbell's IMDb credits and can't find any evidence that the story was ever adapted.  

Anyway, those are the only two suggestions that I can give you.  Good luck with your search.
