Looking for a 1980s spy/political thriller drama

I'm hoping someone can help me. I worked in movie theaters in the 80s while I was in college. I've been looking for a movie that played, probably 1981 or 82. It was a great spy/political thriller. There was political unrest and skullduggery. There were elements of CIA and Mossod. But unfortunately I can't remember the title, or even any ofmthe actors' names. I've been trying to find this move for years, but apparently it was too obscure to be in search engine data.

If anyone can help me locate this movie,  it would be greatly appreciated. Thank you in advance for any help.

I am still trying to figure out that movie.  The only other one I can come up with the Mossad agents is Black Sunday (1977) with Robert Shaw, but that is a pretty well-known movie.

However, your comment about the villainess with the bright red lips did remind me of the ending to another early 1980s thriller, Who Dares Wins (released in the U.S. as The Final Option).  I have linked the trailer, but I don't believe there is a Mossad element in the film (could be wrong - I haven't seen the film in thirty years).

That’s it! Like I said, I must have been conflating the two together. As an usher in a movie theater, you float from movie to movie to assure everything is looking and sounding correctly.

Thanks for the input. But looking at the trailer, that’s not it.

In the movie I’m referring to, there are scenes of political protests. And there’s a scene where the Mossad is trying to break a terrorist into talking by pretending to shoot his compatriot in the head.

@Britrick_c21​ I was able to watch this movie on Amazon Prime. It is an excellent movie.  But I must be conflating it with another movie of the same time period. The one I’m thinking of has a lot of political demonstrations in the streets. And this may sound strange, but one thing that stands out in my mind is that the female lead in it has unusually dark red lips. I was doing a lot of “chemical usage” at the time. I wish I could remember more.

@JRD​ wow, those look so close, but I’m afraid they aren’t the one I’m looking for.  I’m definitely going to look up the one with Nastassja Kinski, because she is one of my favorite actresses from that period.

 The movie I’m thinking of, to my recollection, had no big name actors. But thank you for the help. These bring back fond memories of 80s movies.

Sorry, none of those worked out.  To be honest, I haven't seen any of those in decades, so they may not fit with what you're looking for.  

One more guess that occurred to me later.  Sword of Gideon was the first adaptation of the book Spielberg's Munich was based on.  I think it was done for cable TV though.
