Identifying a period children's film

When I was in second grade (1983-1984), probably before the Christmas break, the teachers pulled out a VCR and showed us a movie, as they had done on a number of occasions.  I remember one in particular was set in the 19th century, and probably rural.  The scene I'm remembering had the child protagonists run through a dance hall, which appeared to be a lodge made of logs, cabin style, which makes me think it was rural. The scene got huge laughs because they were running under ladies' skirts, many of whom got flipped so that their bloomers showed, which of course led them to scream.  I remember kids making snickering comments because they were screaming despite being well covered-up.

At one point in second grade, they showed us Pete's Dragon, which I've seen recently enough to know that that isn't it, although I believe it to be set in roughly the same time period.  It was in color, probably made in the 1970s or late 1960s.  I doubt it was off-air, but it might have been, and it would have had to have been available either off-air or on commercial VHS by 1983.
