Identify a movie

I'm trying to identify a movie from some years ago.  What I remember is a typical sci-fi adventure drama in which the world-wide network of fusion power plants is experiencing issues and is threatening catastrophic failure.  I believe the two central characters are both female:  one the brilliant scientist arguing for controlled shutdown (or some such) and the other the gung-ho military officer arguing for "push the big red OFF button".  Periodically through the movie are full-screen panels with a countdown marker with something like "Oblivion 2hrs 17min" or some such.  (Note that the word "oblivion" may be incorrect.)  In the final scene, the military officer hits "the big OFF button" to effect the shutdown.  The scientist screams the system is going into some sort of cascade failure, which is generating a black hole.  The last frame is just a black screen with the word "Oblivion" (or whatever).  Not being able to remember/find this one has been really bugging me, for some reason.  Any help greatly appreciated.  Thanks.
