I need help finding a movie. I've been searching for a long time with no luck

It starts with an undercover cop in a drug house when a woman turns up with her young daughter to get drugs but the dealer want to take advantage of the daughter. The cop intervenes while the dealer is undoing the girls overalls. The cop intervenes but the girl is shot as well as the drug dealer.

For some reason that drug dealer has been stuck in my head but I can't remember his name or the name of the movie.

Help please for the sake of my sanity.

Just watched Rush. Not a bad movie but it is not the movie I was thinking of. I'm starting to wonder if it is a movie at all or if I just imagined it.

I just did a major search on Google, Gemini, and Meta asking them various different ways of wording:

I'm looking for a movie with a specific scene in it and it's about an undercover cop and about a dealer undoing young girls overalls because mother of child wants to buy drugs

And they all say the same thing, the movie is Rush or maybe you're thinking about a TV Episode on a show. Apparently the scene is infamous and I guess with that being said I don't think any other movie would risk being called a copycat by redoing it unless it was a remake.
