I can't find this movie anywhere. Can you?

I saw it when I was in junior high, so it has to be from between the early to mid 90s. It could be a movie, a TV show, or a made-for-tv movie. All I remember was a disturbing scene in a room with a frightened woman (naked but it doesn't show anything). She's tied up (arms apart) and has tape over her mouth. There's someone in the room painting her skin with a paintbrush. There's eerie music playing. This happens right before the person murders her by either taping her nose or pinching it closed until she suffocates.
