How are Actor's "Known For" Works Selected?

I've noticed that the "Known For" works pretty accurately reflect an actor's most significant works most of the time. But a few times the selections seem to badly miss an important work. e.g. "The Shawshank Redemption" is not currently listed as one of Tim Robbin's "Known For" items. How and why do these picks get selected?
