Help Me Identify This 199? Movie?

Hello all,

I remember so few details about this movie:

1- A blonde woman (maybe in late 20s) and an almost-teenage boy (aged 14 or younger) in an American village or town.

It may have a cow picture on the welcome to... (the name of the place) sign.

2- I guess they disliked the place and wanted to get away from it. The woman didn't want the boy with her but maybe she got stuck with him.

3- The woman may be forced to be in that place for a reason and she wanted to leave somehow.

4- The boy may have kissed her against her will.

5- There was a scene taking place in a motel or something. I distinctly remember it having a pool and cocktails were served there.

6- It is possible it is from 1990 through 1994 but I wouldn't be surprised if it was from the 80s.
