Help identifying c. 1910s-1920s anti-union propaganda featured in documentary
The 1979 documentary The Wobblies features a number of archival clips from old propaganda films. Most of them I've been able to identify, but this one eludes me. It is featured towards the end of the film:

Apologies for the lousy camera work. Anyway, this film would have been released in either the 1910s or 1920s. It is silent, and seemingly contains part live-action and part animation. The animation style is similar to that of two other films featured in the documentary: the animated prologue from San Francisco's Future (1916) (viewable here and here), and this one - Uncle Sam and the Bolsheviki I.W.W. Rat (1919) - which was produced by the Ford Motor Company (viewable here).
Can anyone find the source for this brief clip? Does the full version exist? Does it already have a title page on IMDb? Any info would be appreciated.
