Help find a 1990s crime comedy title

Hi all,

I watched this movie on cable in 2002, and it had a '90s vibe to it. The frame story is a guy sitting in a bar and the bartender tells him a story of a clash between two rival gangs that started over a bad tip at a bar. I remember one young male character who's car was broken or stolen, and had to take the bus through the entire movie, and got increasingly annoyed. Also, the big showdown was in the desert. At the end the guy realises all the characters from the story are sitting around the bar, leaves a big tip and scrambles home. The whole story was fake, just to get a big tip.

I've been looking for it on and off for 20 years or so...
