Funny and awkward movie. Don’t remember the name of it

A comedy movie. Supposed to be around 1950. The environment is Lazy Town-ish. The maincharacter, a man who acts like a little boy, have makeup and works at a cafe or something. They often tell the maincharacter; “Live av little”.
