Finding Kids Sci-fi movie (live action-not animated)

I can't remember much apart from a kid being able to build some sort of black structure and brings it to school or atleast some event. The structure was cirlendric and web like. 

I have watched tons of newer and older movies hopping to find it and haven't had any luck. It's been years of wondering what this movie is
