Find the movie: anthology movie with jokey troll/ogre guy introducing the stories? Possibly an alternate cut of, "The Willies" (1990)

This is a youtube upload of a scene from the kids horror anthology movie, "The Willies" (1990). However, it appears that instead of the individual stories being framed by a group of kids telling scary/gross stories while camping, it seems to instead have a weird troll/ogre guy (in a jean jacket) that's kind of a knock off of the Howie Mandel character from "Little Monsters" introducing the stories in what's seems to be a graveyard setting.

This is either an alternate cut of "The Willies" or it's a cut and paste movie or TV special that repurposes it's footage.

Does anyone remember seeing this or know what this from?

I actually still had a screencap I took of the video in my recycle bin. Tried doing a reverse image search, but nothing turned up. Hopefully the OP or someone else saved the whole thing.

@mbmb Nice detective work! Hopefully that will help the OP or someone else find it. Curious to see if it gets answered, but for now my interest in it will be limited to following this thread.

Another possibility that occurred to me is that it might be a character from one of those many local "horror host" TV shows, in which case this fan site might be a good place to check. I haven't looked in to it too far yet, but it seems about as comprehensive as you're likely to get.

EDIT: Just noticed that The Willies entry at IMDb has usa-horror-host as a keyword among other similar ones, so that would seem to point in that direction. Although it doesn't narrow it down much.

Thanks so much for tracking the uploader down, really appreciate it!  I'll definitely be contacting him! 

Hopefully i'll get a response this time since when the youtube video was still up, this uploader pretty much ignored people's questions about it in the comments.  Probably just abandoned his Youtube account since he hasn't uploaded anything in years up to the point of it recently being taken down anyway.  Hopefully he's more active on those other accounts.

Someone in the youtube comments prior to the video being taken down said that it was supposed to be from an unaired "Willies" tv pilot, but I don't know if that's really it, since if that's the case, the quality of the upload would be more like a bad VHS bootleg, and the upload was comparatively better that that in my opinion.

 Good catch on the "usa horror host" keyword!  That indicates to me that it might be more of a situation like some overseas releases are this version (and not necessarily another movie repurposing it's footage).

In any case, I'll find out if the original uploader gets back to be to shed some light on what this is.

I don't think it was a TV pilot or another release specific to the movie. I was thinking same as necturus, it's most likely a TV broadcast with a horror host. Possibly a local broadcast.

I checked some TV Listings and it looks like the movie was aired in lots of local channels during November-December 2006, considering video was uploaded to youtube in 2007, might be from one of these November-December 2006 airings.
