Fans of action films from the turn of the 80s and 90s, tell me the name of the film

I watched it around 1996-1997, as a child, so I only remembered certain episodes.

The plot centered on a man and a woman, both of whom fought well. The actress was an attractive blonde, in appearance she reminded me of the actress Lisa Eilbacher. At the beginning of the film they meet and then have sex in the house. The man had a score to settle with some gang, and the woman seemed to be helping him fight them. There were not only men in this gang. There was at least one woman there. An important clarification: in the gang there was a funny shaven-headed man with a small wedge beard. He looked quite brutal, but at the same time he associated himself with some kind of bird, probably an eagle. Towards the end, the film took place somewhere in an industrial zone, on the territory of a factory. A blonde was fighting with this shaven-headed man (perhaps someone else helped her). Basically, they knocked him out. This skinhead fell in a very funny position, with his arms outstretched. And this woman told him something like: “You are not a bird at all.” In another scene, the blonde was fighting with another woman from that gang. During the fight, the blonde pushed her back onto a nail sticking out in the wall. And told her, "Get your tetanus shot, bitch".

That's all I remember about the film. As you can see, there are elements of humor in it. The film was interesting, so I've been looking for it for a long time. If someone can tell me the name, I would be very grateful.
