Am looking for a film centered around a teenage girl with a mental illness. Does anyone know the title?

The movie in question I saw on Lifetime network years ago and is a 90s film.  The most memorable scene I recall is of the main character twirling around in the middle of oncoming traffic with a pillow case or bag over her head. On the sidewalk, a friend of hers is begging the girl to get out of the road yet she is eventually hit by a car and later taken to the hospital. Later on she is taken to a mental hospital. I only remember those three scenes and can't recall the title or any of the actors.

The film primarily focuses on mental illness and the girl's family striving to help her. If what I described rings a bell, do tell me the title of the movie. So far I have not had luck finding it myself.
