80s or 90s movie

Hi guys! I've been going crazy with this flash I had from a movie and for the life of me I can't remember which movie it was. I'm almost sure this is not a movie about skinheads, but the scene I remember had this tiny skinhead girl that used to hang around with this huge skinhead guy and they were in some sort of relationship. I remember that they kissed and I also remember if I'm not mistaken that they get enrolled in the army by the end of the film.
