80's 90's cyborg/robot movie - Need title

Help with movie title - 80's 90's scifi - i can only recall it being set in a potential broken future, like robot jox or something along the lines... and the only scene i recall is a robot/cyborg with half of his face now missing and he's trying to kill a couple people in a spaceship, or a factory, or something dark and industrial, and ultimately they are able to obscure his vision by using some sort of fire alarm type system with flashing lights, and maybe some spray that was messing with the cyborgs vision... and they could walk right in front of it... cyborg may have had a classic commando look with the sleeves ripped off and spiked blond hair (big maybe on description)...
