In the broadest sense of the word, almost all films are "Dramas" except Documentaries and some Comedies and Musicals. The IMDb Guidelines for the "Drama" genre are narrower, but more consistent with the idea of what audiences think of when it comes to the genre "Drama". I refer you to the genre outline page. It's *sometimes* difficult to draw the line, but I can't see how a Spaghetti Western would qualify, just as, say, "Avengers: Endgame" doesn't qualify, despite "dramatic elements".

According to the Advance Title Search, there are 294 spaghetti-western titles that have both the Western and Drama genres. There are 151 spaghetti-western titles that have both Western and Comedy genres. 772 Western titles have the spaghetti-western keyword, so a lot of those are not designated as Drama and/or Comedy. There are only 6 spaghetti-western titles that have Western, Drama AND Comedy as genres. (It seems that figure should be much higher.) Spaghetti-western fans, make some cotributions so this info can be more accurate.
