Why is my critic review being declined?

I have tried numerous times to get this critic review up on IMDb.

Here is the response from my receipt sent to my email: Your contribution has been declined. We did not capture a specific reason during processing.  

Could you please explain to me why this is not being accepted, as I am doing it the same way I have always done, and for some UNKNOWN reason it keeps getting declined. I have tried numerous times and it's not working.
