When an actor's IMDb home page has no portrait photo
In the IMDb covering of the Perry Mason episode "The Case of the Violent Vest" (1961), the actress Rosemary Eliot did not have a portrait of herself in the cast list. That list did include her own name, and the name of the character she played (Vicky Dolan), but not picture of her. Still, among the sixteen photos shown for that Perry Mason episode, one of those pictures was a close up portrait of "Vicky Dolan" in that episode.
I was curious to learn more about the actress herself, so I went to the IMDb post on her, Rosemary Eliot. The opening page had NO photo of her, nor any photos; just a listing of films &/or TV episodes she'd appeared in.
I want to know, why IMDb can have a portrait of an actress available, but in the biography & acting history page about her, no portrait of her is included. This appears to mean that the actor/actress is little known and even a single self-image photo is NOT AVAILABLE.
I looked all over the IMDb website, trying to just find a place where I can write to you and remind you that you DO HAVE a usable photo of her... but I found no way other than sending you my QUESTION.

It depends on the source of the image, but images added to titles by users are usually not displayed on name pages.

Hi there!
According to IMDb policy only the actor or his representative such as an agent, publicist or manager is allowed to post a portrait photo. Unless one of those people posts a portrait photo, the profile will remain without one. I have complained about this policy for years because many celebrities don't have a portrait photo but the policy hasn't change. I hope this answers your question.
