What can imdb do if celebrity haters intentionally downgrade a movie they haven't even seen?

I am talking about the movie A Complete Unknown. Timothée Chalamet haters decided to write negative comments about the movie everywhere and lower its rating. Can IMDB somehow regulate this situation? If you check now, there are already a lot of 1 stars. I think there will be more and more of them.
