Unnecessary quantities of very similar still images from the same scene
According to the Image Guidelines the IMDb does not allow "unnecessary quantities of very similar still images from the same scene."
What is the standard for determining when there an unnecessary quantity of very similar images?
Does IMDb have a preference on which image/s from the scene should remain versus be removed?
What is the proper way to request the images be deleted (i.e. Duplicate/Inappropriate/Not relevant tabs, contact the Help Desk)?
For example, the "Gotham" (2014) episode "Wrath of the Villains: Mad Grey Dawn" has the following 9 images in its Photo Gallery:

How many images of Susan Flannery walking across the room and answering the telephone, getting chloroformed, meeting a gentleman in the moonlight, drinking Champagne with her new husband, getting abducted... are necessary and at what point can some/most of them be removed as a gross violation of the image policy?

The Image policy you stated is correct, we do not allow unnecessary quantities of very similar still images from the same scene.
We will not allow multiple images from the same scene that are frame-by-frame still-images, for example: girl walks into a room, girl walks to phone, girl answers phone, girl speaks on phone, girl hangs up phone, girl contemplates phone call, girl walks out of room.
What would be acceptable from the above example is a single image from the scene of 'girl speaks on phone'.
Ideally, our preference is to display images that best represents the scene, we are flexible in allowing multiple images of the same scene if the action in the image is different from the others. What we are trying to avoid is duplicate actions in image still-frames from the same scene.
In the meantime, I have removed the unnecessary images from the two titles you reported.
