Unable to Delete Irrelevant Photo

This image below was attached to the "Joan Rivers" episode of "I've Got a Secret" by some vandal as a Still Frame image. It has absolutely nothing to do with either the episode of the series. It is NOT a still frame image (or any other type of image) appearing in, or relating to, the episode in any manner. I have tried having it removed multiple times, but most recently on update ticket #241120-171717-244102, but the removal was rejected as: "Please review the image eligibility criteria, if you believe your image still warrants inclusion please resubmit."

I agree that this image does not meet the criteria for inclusion, and thus should not be included. I have replaced it with an actual Still Frame image from the episode, which is the primary image on the episode. Why is it actually being rejected?
