unable to change release date for miniseries
I need to change the release date for a series that was initially entered incorrectly.

I need to change the release date to 2021 but the release date form will not allow me to submit. I am only given the option to check the updates over and over again but there are no issues or warnings.

Yes, this is not the best user experience. There should at least be an error message.
A solution is to add the first episode to the series. Once the episode is listed, you can edit the series release date again and select the episode in the form. This means you will move the corrected release date to the episode, but it will also be reflected on the series page.

Concerning the Contribution form looping and not allowing a submission, I have alerted the appropriate team to investigate. In the meantime, the workaround Peter suggested above should resolve the issue.
