Titles in development

Can you please explain why titles in development, some are only on imdb pro, others are on main imdb too, because it's not possible to get this answer on imdb contact
When you change it's status to development unknown or in development or something like that, some moves to imdb pro, others don't, why is that?
For example this title, doesn't matter how many times you change it's status it stays on imdb, it shouldn't be like that, since it's in development it should be on imdb pro only, i don't understand
