Stop accepting dubbing in the cast category.

The new dubbing category has finally been released, and IMDB is full of credits that are now in the wrong category. That's normal; the change will take time.

However, credits in the wrong category are still being accepted. In Watari-kun no xx ga Hôkai Sunzen, I went to the trouble of not only moving the credits to the correct space but also submitting the credits for each episode for verification, and even with the episodes marked as verified, new credits that should be in the dubbing section were accepted.

In good faith, I have not only removed the cast credits but also added them to the dub section. But in cases like this, where the wrong credits are being added after the update, even with the cast verified, I will simply request their removal.
