Standalone Proper Name Keywords Are Multitudinous

Since character names from cast listings were migrated to the Keyword section, I estimate that there are several hundred thousand incorrect standalone proper name keywords that need auditing and correcting.  Please, come join me in doing some audits and correcting.  Here are the guidelines I use:

PROPER NAME OF A REAL PERSON

1. If in the cast listing, there should be no keyword

2. If a well-known real person in the list of characters is portrayed by an actor, it should have a "proper-name-character" keyword, even if it is "(archival footage)" and/or "(uncredited)."

3.  If a well-known-person just mentioned in dialogue, or just appears in a photograph or painting or newspaper or magazine, etc., or just in text on screen, it should have the "reference-to-proper-name" keyword

PROPER NAME OF A FICTIONAL CHARACTER

1. If a well-known fictional character in the list of characters is portrayed by an actor. it should have the "proper-name-character" keyword. even if it is for an "(uncredited)" role.

2. If a well-known fictional character is just mentioned in dialogue, or just appears in a photograph or painting or newspaper or magazine, etc., or in text on screen, it should have the "reference-to-proper-name" keyword.

 No proper-name should have more than one of these keyword listings, i.e. "barack-obama-character" or "reference to-barack-obama," "superman-character" or "reference-to-superman."  There can be an occasional, related, additional proper name keyword like "elvis-presley-impersonator," "greta-garbo-spoof," "marilyn-monroe-lookalike," etc.  And there can even be a rare plural, i.e. "the-three-muskateers-characters,""reference-to-the-five-little-peppers-chracters," etc.

Over time, these keywords can change, especially as actors and character names are added to or subtracted from the cast listing.

As a fallback, or when in doubt, it would probably be best to use the "reference-to-proper-name" keyword.

Again, although standalone proper names are not meant to be keywords, there are probably several hundred thousand of them in the database.  While they should be blocked from further addition with recommendation for correct formatting before acceptance, the existing incorrect ones SHOULD NOT be deleted, but audited and corrected.  Come, join mean in this ongoing and probably never-ending project. I'm an old man, and I probably only have enough time left to do some of them.

It is possible that this could happen. For example, people could discuss Barack Obama and then his character makes a surprise appearance. I'm not sure why there is a limit on this.

It's not in any guideline at this time.  It's just a rule I follow to avoid duplications.  It's a sorta supposed hierarchy.  The actual appearance (even achieve footage) takes precedence over just a mention of someone's name.

@Adrian If Barack Obama appears (even in archive footage), it seems that this is more than just a "reference-to-."

No one actually said it should just be "reference-to". I'm literally asking why you wouldn't use both keywords. Both are accurate.

"proper-name-character" keywords and "reference-to-proper-name" keywords representing the same person  cannot logically co-exist, but either one could have additional keywords that mention the same proper name, i.e "proper-name-impersonator," "proper-name-speech," etc.  A "character" portrayed by an actor is more than just a "reference" as defined above. If a proper name is not listed in the cast NOR listed as a character, it is just a reference.
