Rounding running times when the time ends in exactly 30 seconds?

If a running time ends in exactly 30 seconds (such as 1:23:30), which way should it be rounded?  There appears to be multiple methods to round this case, and the IMDb help topic doesn't specify which one is preferred.

Hmm, the guide states that "Running times should be rounded to the nearest minute.", but I thought it used to say that it should in all cases be rounded up (above) to the next minute. So, 1:23:30 should be rounded to 1:24, but 1:23:05 should also be rounded to 1:24. After all, if the running time is 1:23:05, it's impossible to see the whole title in 1 hour and 23 minutes.
