Reporting Unnecassary hate speech
IMDB has no provision to report unnecessary hate speech. There are plenty of users who give low ratings purposely and write hate comments because of their political affiliation or just simply because they have blind hatred towards stars or star kids. There should be a button on IMDB to click and report such reviews.

Hi, Jitendra Kotai. Welcome to the IMDb Community forum! If you would be so kind as to share on here a screen cap of just one of the movie reviews that you found to have unnecessary hate speech, then I would highlight the part of the page that shows the option (a hyperlink) to report a given movie review, provided that it isn't out of frame in the screen cap. Long story short, the hyperlink in question, with hypertext"Report this", appears immediately below the section of every individual review item containing the body of the review text as provided by the submitter.

It seems to me that such reviews are fairly obvious in their motives, and readers can dismiss them as biased if they choose to. Bad reviews aren't hate speech, even if they're based on irrational hostility. I think the 'report' option is more appropriate when a reviewer suggests that bad things should happen to the filmmakers/actors, not simply because they expressed a negative opinion of their work.

If you have observed User Reviews on the site that are in violation of our User Review guidelines, I encourage you to report those reviews through the 'Report this' link below the reviews so that our IMDb staff will be able to investigate the reports and take appropriate actions.
Just like like jeorj_euler mentions in more detail on the post above this is an example on how it looks like in all reviews:

Thanks for the feedback guys. I realize that I was using the new version and could not locate he report this button. I found it.. Thank you. This was the review I wanted to report.
