Reporting an inappropriate review didn't work and I need to know why.

I was in the midst of reporting this review for using all caps in it's title and for one of the sentences in the body, which goes against User Review Guidelines here; yet my report flags got shot down twice for no reason, only getting a reason that says "Other" for both attempts.

Can someone look into this and process my reports properly?
