Question regarding country of release when online

When a film is released online without geoblocking, should the country of release be the country of the server of the website on which the film was uploaded, or the country where the film was uploaded?

Meaning: if the server of website A is located in country B, but the film was uploaded in country C, is the country of release B or C?
