Question about Pokémon dubbing

In Pokémon, many voice performances are retained from other versions. Ikue Otani, for example, has her voice kept in various episodes in the United States, Brazil, and likely other regions.

In such cases, is it correct to list Ikue Otani as the voice actor for those respective countries (in addition to the original version), or, since no additional recording work took place, should she not be listed?

Based on the Cast/Crew guidelines:

You can add more than one voice actor - dubbing credit for the same person for the same title and language, as long as the dubbing version is different. This occurs when a title has been dubbed more than once in the same language, and the same person performed in multiple versions.

So in this case the credit can be added based on the languages they dubbed.

But what about cases like Pokémon, where they didn't dub it into other languages, but because the creatures always say the same thing, they kept the original audio?

Pikachu, for example. It only says "Pikachu" and kept the Japanese voice (without recording new lines).
