Police Dogs On The Wire: 1916 cartoon, no image

I Googled this 1916 cartoon and found and IMDb page.  It shows the title page of the film but there's no viewable video.

I have a film copy I just discovered.  It's in a Keystone box and the reel is about 4".

Once I digitize it, can I post the digital "film" on IMDb?
