place of birth not enabled on bio.

I understand that individuals who have DOB listed on their IMDB webpages can have the year removed and have them locked in to keep from having them added later.  OK, I can understand that.  However, I found that I cannot add a place of birth either.

For example, the actress Hilary Barraford at https://www.imdb.com/name/nm1538210 has a date of birth of April 21st with no year or place of birth listed on her IMDB profile.  I found that according to her Official Site at https://hilarybarraford.com/bio it states that she was "Born + bred in Boston" so I tried to add her place of birth.  But I couldn't because when I did, it was rejected stating "this item has been rejected. You need to correct this item before it will be accepted. Birth date contribution is not enabled".  

I get that she doesn't want her year of birth posted, but I don't understand why adding or updating the place of birth is also rejected for being updated.  Can you explain why this isn't working?
