Need to know first
Hi Staffers and Users.
I just wanted to ask a specific question regarding title submission: Do YouTube Shorts, made by a creator that does have a web-series listed on IMDb, have a right to be submitted as well?
See for yourself what I mean and be the judge
This would concern hundreds of titles; most of them, I must add, are basically just clips and snippets edited from full videos by that creator; and rare exceptions are made uniquely for this format. So, I thought I'd ask first, before I reap the disappointment of seeing the contributions declined...

I can confirm that generally, re-edited versions of content is not eligible unless there are significant differences from the original release (e.g. newly added content, updated cast, different plot, etc.).
If these edited "shorts" (from a previous stream) are episodes of a new web-series, they can be listed as shell episode titles to preserve that particular web-series, but they should not be listed as stand-alone titles.

Just to clarify, as I understand there is an existing web-series with episodes, these are short standalone videos that are edited versions of those episodes, is that correct?

In the majority of cases, yes. That is why I have left them alone for now... But like many other creators, here and there, they will also release "originals", not edited from other content made by themselves.
