If you click on the "Edit Now" button on a title's page you can choose to add or correct the Certificate. This will allow you to add/correct the general overall US/MPAA rating (i.e. G, PG, PG-13, etc) but does not allow you to change the MPAA's expanded description ("Rated PG-13 for intense depiction of very bad weather").
I'm not sure what you mean by "worldwide rating" - can you give a link to an example?
