Merging 2 series declined

I tried to merge 2 Series following the help center instructions "Unfortunately two series pages cannot be merged if episodes exist on both titles. If you wish to merge two series pages please submit a title merge on any associated episodes first, then, once these have been approved, please submit a merge on the parent series titles." I merged 2 episodes But it was declined #250321-084509-555000 I do not know what is the correct way ?
