The 1975 British TV movie Raffles (www.imdb.com/title/tt0073602) is actually the pilot episode of the British TV series Raffles (www.imdb.com/title/tt0075563), specifically episode 0 (www.imdb.com/title/tt0682343). All the salient details are the same, including, most tellingly, the date first aired on British TV, 10 September 1975.
The TV movie should be folded into the pilot episode, and no longer listed as a separate entity, yes?

Yes, perhaps. Episode Guidelines has this exception:

In some cases TV movies or specials are created with no intention of going to series, however they become so popular that one ends up being commissioned. On these occasions we would prefer to keep the original TV Movie separate, as was originally intended, even if it is subsequently packaged as part of the overall series in future airings and dvd releases.

It may be difficult to say for sure whether this was the case.
