Merger denied for no apparent reason

Hello,
I am attempting to merge the pages for tt35544223 and tt35533767. The correct name of the title is Bards College Expansion without the Elder Scrolls prefix, because it is not an official expansion of the game and is its own separate, individual fan project. However, my attempts at merging the two pages via Title Correction have been denied for no apparent reason, just "Unable to verify" being given without further reason why. Any guidance on what to do would be appreciated, including if I should be submitting this through a different method.
