Lowest Rated Movies - Bottom 100 missing movies

Why some movies missing 'Lowest Rated Movies Bottom 100 as voted by IMDb Users' chart? E.g. polish blockbuster 'Smoleńsk' (2016) with average rating 1.1 should be no.1 on this list, but it isn't. Moreover it's not on this chart at all. There's a rule that movie got to have at least 1.5k votes and it does - even more than 5k. So, what's the reason

From the bottom of http://www.imdb.com/chart/bottom, not all voters / votes are counted towards the Bottom 100 list ... 
The Lowest Rated Movie list only includes theatrical features. Shorts, TV movies, and documentaries are not included. The list is ranked by a formula which includes the number of ratings each movie received from users, and value of ratings received from regular users. To be included on the list, a movie must receive ratings from at least 1,500 users.
