Looking for clarification on review declined because "Does not meet eligibility criteria"

On searching, it seems others have gotten the same error and in many cases it was due to a processing error. My review contains spoilers but I marked it as such. I looked through all the "User review guidelines" in the Help Center and it doesn't seem to breach any of them.
