Location Marshal: In "Location Management" or in "Additional Crew"?

Should the position of location marshal (essentially runner/pa for the locations department, in the UK in any case) be listed under "Location Management" or "Additional Crew"? Despite being unambiguously in the locations department, it seems like a position which doesn't have enough responsibility, and with too many people (it could be hundreds on high-budget features) to be classed under "location management".

I've seen location marshals listed under both "Location Management" and "Additional Crew", so what's the correct place for this?
