They recently (I think sometime earlier this year) started accepting Slavic characters like this in "as" attributes for cast so I'm not surprised that they are rolling it out to more places (hopefully eventually to include people's actual names!)

It is Ð, uppercase of ð, which is Latin-1. It looks the same as the Vietnamese/Slavic character.
